1. Market snapshot

France’s grid is experiencing growing pressure from integration of renewable energy. A report by Aurora Energy Research estimates that over the next 5 years renewables are expected to be curtailed by an average of 1.6 TWh (Tera-Watt hours) per year due to grid-related limitations. 

Despite planned grid development, nearly all renewable and battery assets connecting to the grid are expected to face limitations on injection capacity - as infrastructure expansion struggles to keep up with rapid generation growth. 

In recent years France’s electricity grid has accelerated with a total of 6.6 GW of new capacity connecting to Enedis in 2025 up from 5.5 GW in 2024 and 4.2 in 2023. Published in February 2026, their PPE3 Programmation pluriannuelle de l’energie defines the decarbonisation strategy, electrification of different sectors and push towards carbon free electricity production for 2026-2035. 

2. Grid Providers

  • Transmission (TSO): RTE (Réseau de Transport d'Électricité)
  • Distribution (DSO): Enedis (EDF Group) - covers ~95% of the French distribution network. The remaining ~5% is served by local distributors (ELD - Entreprises Locales de Distribution) such as GRDF, URM, SRD and the Régie de Bordeaux.
  • Regulator: CRE (Commission de Régulation de l'Énergie), which standardises the connection offer process across operators.

Large projects connect to RTE, most others to Enedis or a local ELD.

3. Connection status and the queue

France's grid is open - unlike other EU members it does not have a paused or saturated national queue. Capacity is managed through their *S3REnR scheme. 

66% of reserved capacity was allocated by end-2024. As regions fill, the cheaper reservation capacity is consumed first, so entry cost rises over time in the most sought-after areas. The practical implication for developers is that the main variable in France is the location - the process works predictably, but regional capacity availability and reservation cost vary enormously.

  • *S3REnR regional reservation Scheme - Forecasts the quantity of renewable generation which would like to connect to the grid in each region for electricity generation and reserves grid capacity to carry that power into the network. The cost of the energy infrastructure (wires, power stations etc) across projects, is a split cost paid per-MW-of-reserved-capacity fee. This is cheaper where the grid is strong and expensive where it needs rebuilding/development.
  • The scheme is first-come-first-serve for projects which receive and accept the PTF - which then reserves specific grid capacity for their installation. If a developer is unable to meet prescribed milestones such as securing construction permits or paying financial installations the project lapses and is removed from its position in the queue - made available to the next eligible project.

4. Application Process

Transmission (RTE): Submit a written connection request online via the RTE Services Portal (services-rte.com) to the relevant RTE regional centre. RTE makes initial contact within 2 weeks, and delivers an exploratory feasibility study within 6 weeks, including indicative cost and timeframe. 

The full PTF (Proposition Technique et Financière - RTE’s Technical & Financial Proposal) is issued within 3 months of formal application. The developer then has 3 months to accept the PTF (extendable to 6 months by agreement with RTE).

  • Connection timeframe: 2-5+ years

Distribution (Enedis): Apply through the Enedis online portal (enedis.fr); for ELD areas, contact the local distributor directly. Enedis also follows the same CRE-standardised PTF model -  the PTF is issued within 3 months of a complete application (longer for complex projects requiring reinforcement), with a 3-month acceptance window (mirrors the RTE process).

  • Connection timeframe: 1-4 years for utility scale projects

France's three connection pathways: standard firm connection via PTF; regional capacity reservation via S3REnR; and flexible Caparéseau access (connect above firm capacity in exchange for controlled curtailment).

5. Costs and financial requirements

  • RTE exploratory study forfait: €42,000 excl. VAT (€50,400 incl. VAT) - as of June 2024
  • Forfait treatment: Deducted from first instalment if PTF accepted
  • S3REnR reservation - Île-de-France region: €1.7/kW

The headline cost is the S3REnR regional reservation charge, which funds shared network reinforcement in each region. The graph below shows this charge per kW of reserved capacity by region in France. It varies widely by location: from €1.7/kW in Île-de-France to €85.2/kW in Nouvelle-Aquitaine (updated 2023). This range reflects the differing levels of grid reinforcement each region requires. Importantly, the charge is levied on reserved capacity, not on energy produced.

While prices have scaled upward following indexation and regulatory overhauls under Decree No. 2024-789, the regional distribution highlights the persistent structural division between heavy renewable-generation zones in the South/West and high-density consumption hubs like Île-de-France.

7. Battery storage (BESS) rules

BESS is included within the standard generation connection process. S3REnR schemes reserve capacity for renewable generation and storage together. Batteries can access the same regional reservation mechanism as wind and solar.

France has flexible Caparéseau access allowing developers to connect to the power grid faster. Renewable energy developers can check available injection capacities at high and medium voltage substations for flexible connection slots - in turn bypassing years of grid expansion delays. BESS and generation projects can connect above the firm network capacity limit, with Enedis reserving the right to curtail production during congestion events. 

8. Recent reforms and what’s next

  • 2023 - S3REnR regional capacity allocation reaches 45%
  • 2024 - S3REnR regional reservation costs updated February 2025; allocation reached 66% by end-2024.
  • 2024-2025 - Enedis Network Development Plan (New Electric France 2027/2032) - €1bn EIB-financed programme to connect 7 GW of new renewable capacity.
  • 2026 - Industrial and Human Project (PIH) - national plan calling for increases in investment to grid infrastructure for adaptation and modernisation
  • Key regulatory framework: Code de l'Énergie, RTE connection decree, S3REnR regional schemes, CRE connection procedures (deliberation June 2024), Arrêté technique (2002 decree).

9. Risk factors

  • Regional cost variance: the same project can have a 40x difference in S3REnR reservation cost depending on region. Location due diligence is the single biggest driver of connection economics.
  • Cheaper regions are rapidly filling: S3REnR allocation is at 66% and rising - low-cost reservation capacity in sought-after regions is a diminishing resource.
